European Union
The European Union is a political and economic union of European countries with shared institutions and areas of common law and policy. It is not a country, and EU aggregates must be read with their membership, coverage and date.

What the EU node clarifies
The European Union connects member countries, institutions, legislation, economic coordination, regional programmes and international relationships. Treating it as though it were simply a country removes the distinction between shared and national responsibilities.
An official EU page provides the current list of countries and institutional context. Historical comparisons need the membership composition used at the time, because an aggregate can change when its geography changes.

How to read an EU statistic
A value labelled EU may be an aggregate over member states, a survey estimate for residents or a policy target with its own definition. The release should state population, time period, adjustment and coverage.
Differences below the total matter. An EU-wide movement does not imply that every country or sector changed in the same direction, and a ranking cannot identify why the differences occurred.
